Dr. Gilpin’s years with institutions such as the Commonwealth Secretariat, World Bank, African Development Bank, UNDP, and IMF gave him a broad understanding of how policy, financing, and implementation interact across different economies. Those experiences shaped a systems-based approach to leadership, one that views banking decisions not only through the lens of profitability but also through their impact on businesses, households, and the wider economy. 

Working alongside economists and policy specialists strengthened his commitment to evidence-based decision-making, particularly in risk management and long-term strategic planning. The international exposure also gave him a clear benchmark for institutional excellence, a standard he continues to pursue at Rokel Commercial Bank despite operating in a smaller and developing market. 

Developing a Trusted and Future-Ready Institution 

When Dr. Gilpin became Chief Executive Officer, his vision was to make Rokel Commercial Bank Sierra Leone’s most trusted and forward-looking financial institution. He wanted the bank to retain the stability of its long history while developing the agility needed for a modern financial environment. 

One of the defining achievements of his tenure was leading the assumption of Union Trust Bank’s operations. The process required integrating systems, aligning organisational cultures, and preserving customer confidence while maintaining uninterrupted banking services. The bank has also strengthened its enterprise risk management framework, reinforced capital and liquidity discipline in line with Basel III expectations, and expanded its commitment to SME banking as a driver of economic growth. 

A major part of this transformation has been digital banking. Under his leadership, Rokel Commercial Bank introduced innovative electronic banking solutions, with the Sim Korpor platform becoming the country’s most widely used mobile banking application. 

Innovation Anchored in Trust and Stability 

Dr. Gilpin sees digital transformation as a tool for improving access, speed, and security rather than an objective in itself. Rokel Commercial Bank has invested in digital channels and modernised its systems while ensuring that cybersecurity and governance remain central to every stage of innovation. 

The bank has deliberately separated its cybersecurity function from general IT operations so that technological progress is supported by independent oversight and strong risk controls. Financial inclusion remains a core priority, with technology being used to bring more Sierra Leoneans, including those in rural and underserved communities, into the formal banking system through services they can trust and afford. 

Steady Leadership During Uncertain Times 

The integration that followed the assumption of Union Trust Bank’s operations stands out as one of the most challenging periods of Dr. Gilpin’s career. The bank had to manage operational complexity, staff concerns, and customer uncertainty simultaneously, without the benefit of a perfect roadmap. 

He believes the most important lesson from that period was the value of transparent communication. Keeping staff, customers, and regulators informed, even when every answer was not yet available, helped build confidence during a difficult transition. In his view, decisive leadership becomes far more effective when it is accompanied by honesty and consistency. 

Measuring Success Beyond Profit 

Dr. Gilpin believes financial performance is essential, but it should not be the sole measure of a bank’s success. He sees a successful banking institution as one that strengthens the economic fabric around it by supporting small businesses, helping families build savings and assets, and investing in communities beyond traditional banking activities. 

That philosophy also shapes his personal commitment to humanitarian work supporting disadvantaged children in Sierra Leone. He views social responsibility not as a separate corporate initiative but as a natural extension of the purpose a financial institution should serve within society.

Dr. Gilpin’s background in macroeconomic management, financial programming, public finance, debt management, and banking gives him a long-term perspective that directly influences commercial banking decisions. It informs how Rokel Commercial Bank approaches credit risk, capital adequacy, liquidity management, and stress testing. 

His understanding of economic policy also helps him anticipate how changes in exchange rates, commodity prices, or fiscal policy may affect the bank’s customers and balance sheet before those effects become fully visible. Dr. Gilpin believes Sierra Leone’s banking industry is entering a pivotal period. Financial inclusion is expanding, the SME sector continues to grow, and international interest in the country is increasing. 

At the same time, banks must strengthen capital buffers, manage credit risk carefully, and continue building the digital infrastructure that customers now expect. Rokel Commercial Bank is preparing for this transition by reinforcing its balance sheet, strengthening risk frameworks, expanding SME and digital banking capabilities, and positioning itself as a partner for trade and investment opportunities, including engagement with the diaspora and international investors.
